Warning: Unused code list

This warning appears in the Survey Designer every time I want to save or preview the survey form I'm working on. In my opinion it is rather annoying.

During the development phase there are going to be temporarily unused lists. I understand the idea behind the warning (why to export and include unused lists in the form), but could it be only triggered before publishing or exporting it?
