Your question is very general. I would like to direct you to the Collect Earth user manual where you will find your answers. At the bottom of this link, you will find a section called Tutorials. Download the *.pdf user manual, and click the subcategories in that section for more information.

To answer your question, if you want to use satellite imagery to observe land changes in your provinces of interest, you would need to have sample points in those regions. To do this you can generate point data in any GIS software (QGIS, ArGIS etc) or even create points in Google Earth. After you have created the points, you will need to format them for Collect Earth (see user manual). You need to create a Collect Earth Project using those points and from there, you can begin your assessment.

I also recommend watching Youtube videos created by Collect Earth. This is their Youtube channel.
